Man indicted on murder charge in March 27 fatal shooting in South Dallas parking lot

A Dallas man was charged with the fatal shooting of another man in south Dallas in late March, court records show.

Lee Edward Carter, 58, is charged with the March 27 murder of Richard Horn.

Police were called to a parking lot on the 4200 block of South Lamar Street shortly after 7 p.m. that day. They found Horn, 50, leaning against the driver’s side of his vehicle.

He had been shot several times and pronounced dead in a hospital. Police, who released few details about the incident, said the shooter escaped in a silver minivan.

Carter was admitted to Dallas County Jail on April 1 and was bailed the next day. As part of his release, he was required to wear an electronic leg monitor.

On April 15, Carter was removed from the electronic surveillance program and returned to prison “for failing to comply with program rules and requirements,” according to court documents.
